Kingdra doesn't need any Speed on the Rain Dance set, it already outspeeds everything except Ninjask after a RD with no Speed EVs.

-Recover

Perish Song + Umbreon = pwnt.
Heal Bell + Umbreon/Alakazam(Synchronize abuse) = pwnt
Leech Seed + TYranitar(SAndstream = pwnt)

Has problems with Heracross, being the team it is. But other than that, passing from Umbreon to TTar or Celebi will kick *** half the time. Hope this helps.

Not all Celebis are CMers. I've encountered more without it, personally, than those with it, so ya never know.

Just watch out you have two Pokes with Fightning weakness. You might want to try this over T-tar or Lax:
