Well, if you look here and then you look here, can you find any moves that Roselia can learn before it evolves into Roserade that it can't learn when it evolves, and vice versa?

That should help your decision.

So you really need to breed for the best movesets. Especially on a poke like roserade, which isnt too flexible in the way of movesets

I evovled my Roselia at level forty, for the move Petal Dance. The best time though would be at level 46, because you get all of Roselia's strong moves, and because Roserade won't learn any good moves.
