Sceptile v. Leafeon?

leafeon isnt that fast and sceptile surely is, so sceptile
 
Sceptile and Leafeon have two entirely different jobs (assuming that you are talking about Wifi). Sceptile is a Special Attacker for the most part, Leafeon is a BPer or sometimes Physical attacker.
 
Sceptile has an extremely high Speed stat of 120. Leafeon has a decent speed stat of 95. Therefore Sceptile would be faster.
 
Better for what? They have two totally different uses. Sceptile is probably most noted at a sword dance sweeper, while Leafeon is a defensive wall/baton passer. Both are decent at their jobs, but you can't really compare them.

Aura has it right. You can't compare two different pokemon. Maybe if you were like which eevee EVO is a better baton passer but you can't really compare two pokemon with different functions
