Answers in bold:
are there any side effect from sandstorm in play beside hurt non ground/rock/steel pokemon?

No. All it does is cancel the effects of other weather moves, and inflicts 1/16 (iirc) damage to all Pokes that aren't Ground/Rock/Steel.

can milotic learn light screen?

Yes. You can teach it the TM, or it can also learn it through breeding. Take a male Mareep that knows Light Screen (learned naturally at Lv30) and breed with a female Psyduck. The baby Psyduck will be born with LS. Take a male Psyduck that now knows LS and breed it with a female Feebas/Milotic, and the baby Feebas will be born with LS.

in case a pokemon hurt itself in confusion what stat used to decide the damage? atk/def or sp atk/sp def or depend on the move? how if it using non attacking move?

When a Poke is confused and attacks itself, damage is calculated by using the Pokes Atk stat. There is no such thing as a non-attacking move as it relates to a Poke being confused.
That is why the move Swagger is complete crap. It is stupid to confuse your opponent and then increase its Atk stat by 2 stages, when it has a 50% chance of attacking your Poke anyway, causing more damage than if you hadn't used the move in the first place. It is definitely not worth the risk, even if you do use a Swagger/Protect combo.

In Fire Red I think you need the red orb and the blue orb which can be obtain on the islands, by obtaining these orbs you fix the network machine on One Island. After giving the orbs, when the machine is fixed and you can trade between RSE games.

To get the passes to the islands:

1. Obtained from Bill in Cinnabar after beating the gym. Allows you to go to One, Two and Three Islands

2. Beat the Elite Four with more than 60 Pokemon in your Pokedex. This allows you to go to Four, Five, Six and Seven Islands.

In Fire Red I think you need the Ruby and the Sapphire which can be obtain on the islands, by obtaining these gems you fix the network machine on One Island. After giving the gems, when the machine is fixed and you can trade between RSE games.

To get the passes to the islands:

1. After defeating Gym Leader Blaine on Cinnabar island, Bill will ask if you want to go to One Island. If you say yes, you will automatically be taken there. If you say no, you can go on with the storyline and come back here after you defeat the Weak5.

2. On One Island, you are introduced to Celio who will give you the Tri-Pass.
It allows you to go to One, Two and Three Islands.

3. After you give the Ruby gem to Celio, he will take the Tri-Pass and give you the Rainbow Pass. This allows you to go to ALL of the islands.
Fixed the info in your post for you.

Can every single Pokemon be caught in emerald, as in like 400 or so, however much there is??? If not, is there a hack that allows that, similar to the Pokemon Crystal one that added all 251 Pokemon on the one rom, and made it a bit more difficult by adding harder Pokemon to beat???

No, I dont believe you can catch all the Pokemon in Emerald. Some of them will need the other versions FR/LG/R/S to trade from to finish the National Dex. E.g. the Kanto starters

Thank you Blazichu for the help...also...in Fire Red...will I get running shoes or a bike soon?...SOOOO slow!

You get running shoes after defeating Brock in the gym battle and continuing right to the route, one of the Professor's aides will come and give you running shoes.

To get a bike, go to Cerulean City and there is a bike shop selling bikes. You can get one for free if you go to Vermillion city and then talk to the Chairman of the Pokemon Fan Club and he will give you a bike voucher to exchange for a bike.

Pokemon Sound

Every so often when im walking through grass, a cave, and surfing i hear a pokemon's cry,
Does anyone know what this is for and what it's meant to mean?

It's to add to the feel of the wilderness ^_^ But other than that, it has no effect on gameplay

Ok thanks latias also does anyone know how i can get a snorunt?

Heya. I was infected earlier this week myself, early on in the game... so I can answer these to the best of my knowledge,

1.) Pokerus is, as described, a Pokemon virus: extremely rare. I mean, rare as in up there with a shiny Pokemon. But if I had a choice, I'd go with Pokerus. ;-)

2.) I'm not sure if it does, some say the effects last forever, others say it lasts only for the time infected. But it lasts about three days, and if you have the time (and the Macho Brace) you can easily EV Max out a desired stat in the time given.

3&4) Infect a few common Pokemon, and put 'em in the PC. The clock pauses while they're there, and you'll have a test tube of it for when you want to infect someone. So yes, technically, you can keep it forever. As for Diamond and Pearl, I'm curious about that myself. I'd assume since it started in the G/C/S era, they'd include it in D/P.

Special Attack and Special Defense (correct me if I'm wrong), I believe go towards your Pokemon's moves of the same type. For example, Alakazam's special attack is normally tanked, so if you use a Psychic move, it'll be full power. But if you use a normal move with Alakazam, it won't do diddly. Special Defense I think goes towards moves that are super effective... ie, if my Vileplume was a special defense beat, it'd be able to take a fire or ice hit with ease.

Again, I'm not totally sure, so I apologize if I'm wrong.

The answers to your questions are:
Q1. The Pokerus is a virus that increases the speed at witch your Pokemon grow.
Q2. Yes, the stats are earned when you have the virus are kept forever, but the virus it self will go away.
Q4. A Pokemon kept in a box will have the Pokerus as long it is in the box. I don't know if it will have it when traded to the next generation but it is possible.
Q5. Special Attack and Special Defense apply to Psychic, Fire, Electric, Water, Ice, Dark, Dragon, and Grass types for defense and the same types for attack.

Edit:beaten to post by 3 minutes

First off, congrats on getting Pokerus. I am very envious. I have been playing for YEARS and have yet to get it.

Q1. What is the pokerus?

Pokerus is a wonderful virus that Pokes can catch. What it does is double the Effort Value that a Poke gains from any battle it is involved in. It is the EV points that increase a Pokes stats, not Pokerus. You can peruse through the stickied topics for more info on the Pokerus.

Q2. As it makes pokemon with it get better stats, Does it last forever?

Yes, it lasts forever. The catch is a Poke that has Pokerus is only infectious for 24 hours (some claim it is 72 hours, which I haven't been able to verify yet). During that time it can infect the other Pokes on your team.

Q3. If not are there ways to keep it forever?

Yes, keep an infected Poke in your PC. It seems to keep it quarantined, for lack of a better word. That way, when you catch/breed new Pokes, you can pull out that infectious Poke and infect them.

Q4. If i put a pokerus infected pokemon into the PC would they stay infected, and if they do would i be able to trade them into Diamond and pearl with pokerus?

Considering that DP hasn't come out yet, I am not willing to comment.

Ok thanks alot

I guess I don't understand your question. The SAtk stat of a Poke is a rating of how strong it is at using special attacks. Its SDef stat is a rating of how strong it is at resisting special attacks.

Lol ty for the fast response thanks alot guys, also to those that don't have pokerus ie; Shanecdavis, ill be happy to give it to you if diamond\pearl can have it has i have 30 wurmples infected with it (mwhahahaha) but obvioulsy you'll require my friend code to trade but we'll just have to wait for DP first.

Also i heard that the pokerus virus doesnt have a time amount but it goes away if you heal it at the Pokemon center more than 3 or 4 times

Also seeing as it DOUBLES stats (or just EVS coz someone said you get 5,6 added instead od 2,3) If say my level 85 Blaziken i have if i were to lay an egg and get torchic lvl it up would the stats be relatively double such as (When the new torchic is lvl 85 obvioulsy it would be a blaziken though):

Blaziken's Stats (First One)

Hp: 265
Attack: 254
Defense: 123
Sp. Atk: 231
Sp. Def: 149
Speed: 175

Blaziken Stats (Second One) (Would Be A Beast)

Hp: 530 (!)
Atk: 508 (!!)
Def: 226
Sp. Atk: 462(!)
Sp. Def: 298
Speed: 350 (Awesome!)

Also quick Question Shancdavis in my team ive added a Glalie, Comments and advice please
BTW shane that was exactly what i meant what they apply to.

It doesn't double STATS, it doubles EV points, which can be used to seriously beef up your stats. So no, you couldn't double your actual stats in a new Torchick... but you could really tank about two of them up. Fix it with the Macho Brace too, it'll go twice as fast, if you choose to do that.

Aww damn thats lame ahwell my bl, ty for the help graceofbaal

No problem. If you want to read up a bit on EVs, this is a pretty helpful link:

https://www.serebii.net/pokedex-rs/ev.shtml

And don't think it's lame! Anyone can get their Pokemon tanked by EVs, it'd just take a reeeaaaly long time. With Pokerus and Macho Brace, you can do it a quarter of the time. I think it's a quarter of the time... I was never best at math. :-P

Either way, it's a real helper if you're looking for sheer power at an earlier level.

But just imagine the raw power as well as the extra EV's, all pokemon infected by pokerus would be unstoppable tanks.

Also that guide is awesome thanks alot i plan to battle it out against Whismur! and sandshrew!(mwhahahaha need HP and defence)

Ahh battling people over wifi is going to be fun
