You've clearly never ran an Athlon Thunderbird C.
The 133mhz FSB (Uber Fast at it's time) combined with the unlockable multiplier, and easily modifiable core voltage meant you could wind them up past the 1.6Ghz mark, with a load temperature of around 80?. On a hot day, with the ambient well over 35?, it was quite common to have the CPU hit 100?.
Maybe you're just not familar with the Thunderbird series. I could let that slip, but you say you've never heard of a CPU above 74?? Well the latest Precott runs at 80? at STOCK speeds, so that just shows that you've really no grounding in the world of CPU temps :)

With regards to 'fried' components, it's not the heat that kills it.
It's the extra voltage required for that 'little overclock'.
Also, 7200rpm drives are not new, and don't require cooling o.O

15000rpm SCSI/SATA drives, maybe. 7200rpm? Not at all.
I have to wonder, where do you get your info?
Oh, and as for the booting (Wrong thread, anyway), your Windows CD must be an OEM edition, because standard Win98SE disks aren't bootable.
