Lol, Spheal is the cutest Water pokemon IMO.
But....I prefer the furious ones like Sharpedo. >=)

I think the cutest would be Luvdisc or maybe Horsea.

Politoad is actually the cutest evolved water pokemon, or maybe Azumarill.... I cant decide they are both cute. <3

I think all the basic water starter forms are cute. ^^;; but I seriously can't pick just 1

Well theres alot of Water pokemon thar arent cute.
Theres Sharpedo, Crawdunt, Gyarados, Feebas, Magikarp, Walerein, All starter's final evos, etc.
And the wierd thing is, the one aboves are the one I mostly like. x3

But pshh. I'm guessing you're male. Males have a tendency towards the not-so-cute, yet strong pokemon.
And actually, I think Magikarp is kind of cute in its own way.
Especially when it smiles in one of the Orange League anime episodes. The one with the erm.. very very tan Nurse Joy. -Cough-

The cutest starter Pokemon is Piplup. He's a cute little penguin and when he becomes an Empoleon, he's very powerful.
