i don't think he ate the jelly over toast, it looks like he consumed it plain in large amounts. it would take a lot of radioactivity to affect him, so its likely he bought a jumbo jar.

Or a whole crate, even. It looks as if he may have taken it from a boat shipping it to a refinery. Could this boy possibly be a jelly pirate?

a radioactive jelly pirate, most likely low in the ranks. he must be smuggling some in the bottom of the boat, and when photographers came to see why he was in the boat, he pulled out a giant fish and pretended to be fishing as a cover.

Exactly. It was a brilliant ruse, actually. If he captures enough of those fish he could simply fill the fish with the jelly and then be able to dispose of the barrels before he gets to port.
