i know what UT means untouched I just dont know the Ruby/Saf/Em generation well and i looked back and i didnt have Latios as UT in the first place

As soon as he gets the Rayquaza from the Pal Park (had to delete Fly, so maybe not completely UT), he can do it.
 
Just to be Clear, the Bold black text doesnt mean anything, I Reread the thread 5 times and couldnt find what Boldblack means. :P (sorry)

and Is the Shiny Charizard Black or just a light orange I forgot what the sprite is.

the black means nothing i just forget to color it sometimes :D and its whole body is black i forgot wat its belly color is though
