Afraid you misread the application. That isn't quite how it goes.
The Roshi has officially changed to Commander Devil of the Fighting type.
The title Moon and the type Electric have become available.
Note, I don't need my Commanders switching all the time. I think it is fair to provide each person one change. After that you stay with what you have, under normal circumstances. Exceptions will always be made.
