My Rock Team is having trouble beating Scizor and Machamp-and the Grass Type dude has not PMed me back yet. Any suggestions on the team?

Everyone has trouble with Scizor. In the end, Focus Sash + Counter will get the job done. But that is really a last resort. As far as Machamp goes, throw Psychic on any of the numerous Psychic/Rock pokemon for a x2 STAB and max Def EVs so you live long enough to use it.

We don't see Carter much either, really. If he doesn't show up this week, you can have Grass.
 
Regirock is such a hilarious pokemon to use- 3x Curse and nothing hurts it
People keep leaving shoddy battle because they get sweeped by him-
I also gave my Aerodactyl Aerial Ace since it easily 2HKO's Lead Machamp and OKOs Breloom

Negative Zero is currently testing for it. I have high hopes, but we shall see.
 
If CarterC (or whoever the grass dude was) does not respond by the end of the week, may I switch to the Grass Type or do I have to remain rock once I test?

A Commander is allowed one switch. The Roshi, for example, changed over to Fighting type a little while ago.
 
SCV I'd love to pit my fighting team against your rock team until you develop some efficient counters. (shoddy of course, so we can do a bunch of fights)
