Before we start giving advice and stuff I gotta ask: is this for singles or doubles? Pokemon Showdown or Battle Spot?

I'm gonna lean with Battle Spot and general battle format here, as Mega Mawile is an Uber in standard play.

Anyway, Chandelure should be an offenisve Pokemon instsead of a defensive one, as its defensive typing is pretty bad:
    -Fire Blast
    -Shadow Ball
    -HIdden Power (Fighting)/Energy Ball
    -Trick/Energy Ball
    Nature: TImid/Modest
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Choice Specs/Choice Scarf
    Ability: Flash Fire/Infiltrator

Infatuation is an unreliable status to throw out, as it's gender-matchup-dependent. Here's a better take on fast support Whimsicott:
    -Moonblast
    -U-turn
    -Stun Spore
    -Encore
    Nature: Timid
    EVs: 248 HP/8 Def/252 Spe
    Item: Leftovers
    Ability: Prankster

    For general Prankster purposes:
    -U-turn
    -Encore
    -Memento
    -Tailwind/Stun Spore/Taunt/Switcheroo
    Nature: Impish
    EVs: 252 HP/252 Def/4 SDef
    Item: Lagging Tail
    Ability: Prankster

Wash Rotom is the best form of Rotom to use, as it has only one weakness in Grass. Fan Rotom is one fo the worst Rotom forms to use because its Flying type is redundant with its Levitate ability, since both grant immunties to Ground:
    -Volt Switch
    -Hydro Pump
    -Will-o-Wisp
    -Pain Split/Rest
    Nature: Bold
    EVs: 252 HP/212 Def/44 Spe
    Item: Leftovers/Chesto Berry

I wouldn't waste time on Double Team, as it's way too luck-based to function. Mega Mawile is also insanely strong enough to break things in half that it doesn't rely on Toxic to function:
    -Iron Head
    -Play Rough
    -Sucker Punch
    -Swords Dance/Substitute
    Nature: Adamant
    EVs: 132 HP/252 Atk/124 Spe
    Item: Mawilite
    Ability: Intimidate

    or
    -Substitute
    -Focus Punch
    -Play Rough/Iron Head
    -Sucker Punch
    Nature: Adamant
    EVs: 172 HP/252 Atk/84 Spe
    Item: Mawilite
    Ability: Intimidate

    or
    -Rest
    -Sleep Talk
    -Play Rough
    -Foul Play
    Nature: Impish
    EVs: 252 HP/252 Def/4 SDef
    Item: Mawilite
    Ability: Intimidate

Ice Beam is redundant with Goodra's Dragon STAB, meaning it won't really need an Ice move:
    -Draco Meteor/Dragon Pulse
    -Fire Blast
    -Thunderbolt/Sludge Wave/Sludge Bomb
    -Muddy Water/Earthquake
    Nature: Modest
    EVs: 240 HP/252 SAtk/16 Spe
    Item: Assault Vest
    Ability: Sap Sipper
