But does Team Rocket's Meowth evolve into Giovanni's Persian? If not, why have that Rocket's Meowth there?

Team Rocket's Meowth is a Promo that doesn't evolve. I have it in there because it can do 10 damage times the number of Pokemon in play (but it can also kill itself easily with it's attack).

OK, that's about 10 too many energy cards, 1 too many energy types, and at least 3 too many evolution lines.

Also, a strategy would be nice for this thing...

Bullados is right. You would want to limit the amount of evolutions you have. Also, a good number of energy cards is about 19. You will also want to have way more trainer cards than you do now, otherwise your Pok?mon will be wiped out quickly.
