Most of the characters in the Pokemon anime have a mother. (Though most don't seem to have a SHOWN father...) Ash has his mother, Delia, and his unknown, unnamed father, god knows who he is. Brock has his mother and father, Flint & Lola. along with nine siblings. Misty has three known sisters, but unknown parents. May and Max have their mother Caroline, and their father Norman. Dawn has her mother Johanna, who we know is a Top Coordinator (she does actually do contests in the games, lol). Cilan has his obvious siblings, Clemont and Bonnie have their father, Meyer, and finally Serena has her mother Grace.

I would say Ash's mother for both questions. She definitely cares about Ash and loved having him home but also understood he wanted to become a Pokemon master and therefore had to travel. It'll be interesting to see how much she and Ash interact in Sun and Moon since it looks like it's possible she's going to be living in Alola with him.
