Well, technically it means that. You're not an adult, and you don't need to act like one. If you're going to act like a fool, do it while you're a teen so you won't have any regrets once you're older.

Of course, these days, maturity counts for less and less. That's a good thing, I'd say; you can't really be yourself when you're pressured into being someone you're not.
