There is no single best card, it's just which card is the least easily defeated, which generally changes with the release of a new set.
I'd have to say that N is a candidate, though. Played right, it can counter almost anything with minimal damage to you. That still requires quite a bit of luck, though.

I'd think N will still hold most of its power, but Catcher is functionally the same as Reversal once Legendary Treasures officially releases and it will leave the throne wide-open for N's taking.
Although I've seen it argued that the Blastoise/Keldeo combo will be completely unstoppable without a full-strength Catcher.

I would have to say Darkrai is probably the best strongest card there is. Being a dark type with all the dark support of dark claw and dark patch. It also has some of the strongest combos in the game. Junk Hunt/laser/virbank, Dark Trance/max potion,garbodor. Darkrai itself can be the most threatening thing put in any deck that can support it.
