Because they can post just to talk about the rules, and can make posts like: "I'm closing this". And one post more.

First: Not asking. They will ask you if they need someone.
Second: Being nice and active
Third: Reporting things, caring about some of the boards
Fourth: Being very lucky.

They also delete posts and move threads. And they have free access to the Community Supporters and the Staff boards. And a nice blue bolded name. And the option of using HTML tags in the usertitles.
