He created other accounts during a ban ages ago and then was posting on them... well, that's what he said in December.

Yeah, but what happens then, that account gets banned, but you can keep making more...and more...like if a person wanted to keep on spamming PC, they could after they get banned...

On other website sI've been to they just ban the IP adress. That way if someone wanted to evade a ban, they'd have to go on a different computer. Also, if they logged into the new account on the computer that was already banned, that new account would also become banned.

Depends. Some are permanent while others are only temporary. The type you get depends on how you broke the rules.
