I've noticed that PC has been going down a lot lately. I think that Lavos, Giygas, or some other sort of final boss type entity is behind this.

Definitely Lavos' fault.
He's still altering space-time to prevent the people in PC from chatting, trading, and battling.

Therefore sending his spawns into the Pokemon World and secretly taking it over. XD

It's not Gigyas or Lavos that's behind all this, it's Oyashiro-sama. Next thing you know, Chibi's gonna show up, plant a knife in the wall, and start stabbing herself in the neck with it repeatedly while "What is Love?" by Haddaway plays in the background [NOTE: video may be NSFW].
