No, it's still to be, it's just conjugated. :)
Verb conjugating in the extent of Spanish is pointless. You only need one for an entire tense. Also, "estas" is "You are" not "to be." Estar is to be. Estas is conjugated.
And, I'm pretty sure I understand what you're saying. ^^;
I'm just saying, I don't think it's that hard. :D~
