No. 511 of the 250,000 US Embassy Cables suggests that the reason Pokemon Black 2 & White 2 are including non-Unova Pokemon in the Pokedex could be due to bad fanservice with the original Unova Dex. On top of that, Cheren's fanbase wasn't as big back then, it was all about N. Now, it seems Cheren has taken N's crown as the top Unova bishie.
