Rare candy service? What is it for and what does it do?

once people are completely finished EV training a poke it's a pain to lvl it to 100. so using rare candy to get it there has the same effect as experience since its finished with EV's.
what i do is i rare candy their poke to whatever level they need. sometimes they want a certain move learned. then i trade it back to them.

Yeah. I have to leave for like an hour or so. I will be on later at night, though. And the Charizard is UT completely. I just notice the Electivire is slightly trained, but still at lv. 50.
