^Yes.. Also has a veeeery low accuracy.. 30 Accuracy?!?! Now that's why its always an annoying attack, but powerful it is though...:paranoid:
 
Sheer Cold may be Lapras' most powerful attack, but Ice Beam is still its best because of the great mix of accuracy and power plus an effect (even with small chance of working its still okay).
 
Yeah that's the problem with Sheer Cold, it has low accuracy and low PP. But I also agree with Soulflame Ninetales.
 
^Yes... That's why when I always use Sheer Cold its always soooo annoying.. D: Its always "attack missed!":disappoin

But you're lucky if it hits. :D
