What makes him unique:

In Pokémon Life there will be people who want to use you, so will there be also good ones? This self-taught 99½ year old inventor that is living in dome-shaped home & laboratory / studio with his female 50 year old assistant Roxie will help you understand why there are "bad" people who are doing bad things and that is mainly because of... scarcity.
In Pokémon world people thought that scarcity disappeared thanks to high technology and coexistence between people and Pokémon that all together shaped the world as it is, but there are some people who are still living in poverty for some reason so their surrounding is full of people who want a better life and so they're used be stronger characters for their selfish aims (to get rid of scarcity such evil leaders developed this kind of way to solve that problem) while poor hope that from in their mind "heroes" will really change the world from oblivion to paradise. So Mr Fresco will tell you that every our behavior is shaped by our surrounding not because it's our nature, that we born "bad" and to bear it in mind.
He will also ask the player what is he/she think about why people are doing bad things - depending on the answer Mr Fresco will give you different technical item or device (his invention) that would help you in journey and instead of "have a good day!" he will say "have a good life!" (because why to wish only good day if good can be the whole life?).
This how is he and his assistant Roxie could look like here. The lab could be located in the town or better somewhere in green and beautiful land with a river, with some solar panels or wind farms.

I hope didn't go too far. :P

If it's cool with you, I could be a reoccurring scientist-based character who is studying the crystals, sort of like Eusine with Suicune.
