Yes, WishBliss is an event, and I'll get the OT and ID ASAP for you.

EDIT: Bulbapedia is down, but I'll get you the link ASAP. Also, if it has 31 IVs in all stats, I'll still take it. I just won't clone-trade it.

It may be EVd, try using the EV reduction berries to check. If not, its hacked, but I'll still take it!
