Upon fact checking myself I have learned that Mime Jr. does also have access to healing wish and charm, but those aren't good. Healing wish is too situational as the user faints, and charm is outclassed by barrier + baton pass. Something that Mr. Mime is known for.

Okay there is one, yes one positive with Happiny: it evolves holding an oval stone and leveling up once during the day. That's it. Least time consuming baby evolution. Continue downvoting it.

Swagger will sure cause tilting, like an uproar. Speaking of which, Happiny can learn uproar while Chansey cannot. However, uproar is not a good move for a pokemon like chansey with 35 base sp. atk, or blissey with 75 base sp. atk. Also it leaves you open to attacks.

You can make an argument that baby pokemon are not necessary. It was only until X & Y that they were given a bonus of having 3 perfect IVs. Even then it's pointless if you have a maxed IV parent pokemon.

Baby Pokemon can be divided in multiple categories. Smoochum, Elekid, Magby, Munchlax, and Tyrogue were necessary in my opinion, but Pichu, Cleffa, Igglybuff, Azurill, and Chingling weren't.

Happiny is given to you in Diamond and Pearl from a hiker, but in Platinum you are given Togepi from Cynthia instead. It is like Game Freak knew happiny was a mistake.
