Yes you can change your order since I haven't started it, but I'm sorry to say that Ponyta can't learn Body Slam.

Actually those are the IVs for HP Steel. I think what you're looking for is 31/31/31/30/31/31.

Really? I've tried looking up what IV combination I want, but I've been getting different results on different sites. The one I got the IVs I listed from was https://www.smogon.com/forums/showthread.php?t=13601 (this is for gen. 3, but it should work for gen. 4 as well), and https://faqs.ign.com/articles/885/885667p1.html seems to match that.

In any event, I want whatever combination of IVs gives me max HP Electric with as close-to-perfect stats as possible. Again, thanks in advance.

Gen 3 is not the same for Gen 4. Check Serebii's IV Calculator.
These are all your options for HP Electric:
31/31/31/30/31/31
31/30/30/31/31/30
30/30/30/31/31/30
30/31/30/31/31/30

They'll all give you 70 BP. The red one is my personal favorite and the easiest for me to get done, but if you find another one more appealing I could still do it for you.

P.S. I could PM a list of all the Gen 4 HP combinations if you'd like.
