Damn I'd have to hack in the first two as well. Oh well, I've only trained a gyarados before from that team so I'm still gonna do it!

First update:
I would write a proper update but I wrote out the whole thing then put IMG codes of my team so when I clicked preview it said I can't post links to other sites until I have 15 posts and when I went back my update I'd written was gone. But basically I've just entered Goldenrod city with Politoed, Azumaril and Skiploom all at level 19 and I've decided I'm going to be using the Red gyarados and won't catch a Kingdra just yet.

I can't get Zangoose in Emerald so I will just hack him in as my starter, if that is within the rules?

Yes Hacking in as starter is fine :)

Can i swap two pokemon in that group? Miltank and lanturn for feraligator and Raichu?

Your team will be Crobat, Ampharos, Hitmontop, and Slowbro.

You can get most of them early in your game but Hitmontop will be late game unless you can trade early on. Strange how you only got first and second generation pokemon only.
 
You get Grumpig and hitmonlee.
It can up with A shiny pokemon appeared on Grumpig, Anyone know what it means
