Oh dang I'm doing it the hard way, finding the pokemon naturally in the areas as they appear.
Like Onix I had to wait till I had two badges before I could get him.

I now have 3 badges and Old Amber.
Raticate is level 36
Onix is level 26

Well if you want to chippa you can use Abomasnow for your last pokemon.

Heres an update on my progress so far:
I've completed my team now and am raising them.
I also skipped Erika and Sabrina and beat Koga and went to Cinabbar to get Aerodactyl.
I just beat Erika so I have 5 badges now.
My pokemon are at these levels.
Raticate Level 40
Onix Level 38
Flareon Level 38
Venomoth Level38
Areodactyl Level 30.
