There are two rather major issues with that set.

#1 You know how Smeargle learns attacks, right? It has to get hit by the attack iirc, and those moves are OHKO moves, meaning that it will die trying to sketch 'em. Oh, and
#2 OHKO moves are banned during usual competitive play ._.

To answer your question: No.
 
That set would suck horribly, OHKO Clause spoils it. Otherwise, it still sucks, when you Lock-On something can set up easily on you
Btw, use Horn Drill >> Lock On for a supercrap set
Opposite Day, in Shoddy a Smeargle can learn any 4 moves, ANY, even Judgment, Dark Void, Seed Flare etc.

Chatter cannot be sketched, actually.
 
Fire Wolf, I know that :P But TECHNICALLY, that would be impossible. I think.
 
Sketch : Permanently copies the last move used by the target. Chatter and Struggle cannot be Sketched.

Sooo ~

It is possible in play... until it is met with the OHKO Clause =(

Anyway Manaphy now in Stage 3-3 with obviously OU Latias. Garchomp was fun, but I'm glad Mr.E can shut his mouth now. Can't wait for the -FREE MANAPHY- accounts on the ladder lol ~_~
 
Man, freaking Breloom needs to be banned. Broken thing is broken. It doesn't even hardly lose HP from a Sub with the SubSeed set. :/ (Maybe 1%, either that or 0, don't remember though).

Stupid Breloom is stupid. It even beat my Latias w/ Reflect, Roar, Dragon Pulse, Recover. It was the opponents last Pokemon, so he decided to take it from 5-1 to 0-1. He Spored my CroCune then just Subseeded everything else to death. It was stupid.

Umm how the heck can you lose to a Breloom 0-1 ? When you were winning 5-1. :/

And how does Breloom beat Latias again ? When its outsped and 2HKO'd as in takes like 68% from Dragon Pulse even with no S.Att evs ? ~__~

Also dont you have a Jirachi to flinch hax it to death ?
