For example, what does Luvdisc, Lumineon, Corsola, Pelipper and Whiscash bring to the table that's unique, different or useful compared to other Water-types? To be frank, nothing. They're all either crap, are completely outclassed by a similar pokemon, or both.
Sorry for the rant. But anyway, I guess my point is that I don't think there are too many Water-types necessarily, just too many useless ones that either seem like they're vague copies of previously created pokemon or are just useless.

This is Pocket Monsters, with all kinds of highs and lows. Not every one of them has a perfectly competitive or unique advantage. Can the Pokémon Company introduce everything fresh, every Pocket Monster with an onslaught of unique differences, and nothing repetitive? At the rate they pop out all these creatures, of course not. If they did they'd run out of ideas faster than ever. It's common sense really. And they find other ways to make them unique in other aspects.
And to say they bring "nothing" to the table is quite false.
Luvdisc is one, if not the only, rain dancer in the first round of the lv. 50 Battle Factory. Perfectly useful. (especially when paired with Croagunk) For instance, tonight Jlizard27 and I played the battle factory tag team and we owned everything in our sight. Sweet Kiss and Attract helped as well, and Rain Dance turned the tables a good portion of the time. (Rain boosted Water Pulse -- hello confusion -- also hurts) Want to call it crap now? Perhaps the only thing to change your mind there would be for you to go into the factory and get slaughtered by a Luvdisc or the Pocket Monster (like Croagunk) that it supports. Because you really shouldn't knock it's use when it has a fine niche there.
Also, Anti-pop, the Strategy and Movesets moderator, made an entire Luvdisc team... Want to know what he did with it? Destroyed some competitive teams. (and the battle logs of it are absolutely
hilarious)
A) don't knock it till you try it (in the correct environments, of course) and B) learn that Pocket Monsters can bring certain things to the table, given the circumstances. Is Luvdisc a standard monster of the competitive metagame? Of
course not, but it has areas of use. And that's much more than nothing.
Pelipper has access to Knock Off, Tailwind, and the Swallow Spit up Stockpile combinations. (not many can boast that) Whiscash in NU is a monster. And Corsola is one of the few Pocket Monsters that has power gem and explosion, also does well in NU if you asked me. And Lumineon is also quite useful at U-turning. (Has swift swim as well, helping rain dance trait)
Yes, they're not stars in the overused metagame and they shouldn't thanks to stats and movepool the company blessed them with, but they all have a niche somewhere. Some even play roles in other games. Example, PD1 featuring Whiscash and Pelipper as quite helpful characters. Don't forgot the trading card game either, Pocket Monsters have use there as well. And yeah, they like to add these Pocket monsters due to their reflections in real life, as well.
Only 9% of the Pocket Monsters out there are in the competitive overused metagame. The other 91% either find homes in UU, NU, or other areas of use. (Like the battle factory for Luvdisc, trading card game, other games, etc)
They may be useless in your eyes, but to me, I can see plenty of other uses in other areas. I honestly mean no harm or offense, but some Pocket Monsters have their niche elsewhere. And besides, the water-type group overall, happen to be one of the most versatile out there.
And to somewhat remain on topic, yeah, I think the quantity of water-types is just fine.
