Well if you have the ability to hack your game, then any Pokemon can be a Water type, but I'm assuming you can't do that, so as soon as you get a fishing rod I suppose.

Since your starter was Snivy, you can receive a Panpour in Dreamyard. That's where you kick some Plasma butt in order to save a Pokemon...

Well as TB said above but you could also find Panpour in the forest (I'm unsure of the English name, but it is the one before Castellia City) in a shaking patch of grass. The patches may seem hard to fine, but just run around in no grass then walk once you see a patch.
