Incorrect - it's not just purifying all Pokemon, but you also need a japanese bonus disk - which were released as pre-order bonuses, and wouldn't be easy to find now, unfortunately, nor cheaply either, so I've heard. It says so on that link provided, but only if you hover your cursor over the tiny ellipes (...) behind it, hence you being mislead, methinks. =/ Silly bulbapedia.

Anyway, bulbapedia also holds the answer to your questions: https://bulbapedia.bulbagarden.net/wiki/Pokémon_Colosseum#Ageto_Celebi

Level 10, with Confusion, Recover, Heal Bell and Safeguard. =)

I'll also add that instead of Celebi via the bonus disk, if you do purify all your Pokemon, you can get a Ho-Oh instead (level 70) - and there's no need for a bonus disk for that. =) That's done by starting and completing the Mt Battle challenge, 1-100 in Colosseum mode (i.e. not in the storymode) with a registered team after you've purifyed all 48 Shadow Pokemon. You can use Pokemon from the GBA games if you want - just be sure to register them, and from memory you fight Pokemon equal to your strongest Pokemon's level, minimum of level 50. Double battles, best out of four that you choose from 6 Pokemon, and it's pretty easy until the end which is not that challenging IMHO (and you get continues too, methinks) - just timely.

    Hope that helped. =)

I happen to have that Celebi bonus disc. I got it off of ebay for $40 a couple of years ago. I was pretty neat. But yeah bobandbill is right, you need to catch and purify all 48 pokemon in coliseum and then put in the bonus disc.

Btw if you want it I can sell it to you. just pm me

Funny thing is, they never seem to want to release Celebi over here. It doesn't matter if it isn't the best legendary. (In fact, it's pretty far down the scale) For example, the English Bous Disk came with Jirachi. In fact, the only time they ever released it in North America was for one of the Pokemon Rocks America Tours. (I think it might have been 2006, but I'm not sure)

Is this the only way to legitly get a Celebi now in N. America??
Besides trading it from other people who got Celebi from past Nintendo events - yes, I'd say so. But that's event-only Pokemon for you.

Random tidbit: I do recall another 'way' which ain't quite legal per say, but getting one of the 'placeholder' Pokemon in RSE (they look either like two question marks or an Unown-like question mark in a circle - which you can get via hacking or trying to go into grass without Pokemon (again with hacking), so I've heard), and trading that to Colosseum, which changes it into a Celebi. It had something to do with the Hex 'number' of the placeholder Pokemon being adjecent to Celebi's, so in trying to read the data for it it just took Celebi's and changed it into it. Not a real offical Celebi to begin with, but I suppose it'd be better then none... =/
