Where should you start when making a ROM hack?

I want to make a ROM hack, but I have no idea where to start. What is the recommended place to start?

I've actually been watching these videos recently! It's a pretty good tutorial series, in all honesty. I'm still slowly learning the main functions. Thank you for making this series! I definitely recommend using this tutorial set.
