    XnView
    GIMP 2
    Inkscape — May not apply as it isn't used to edit images, but create them initially.
    MS Paint — May not apply in what I use it for, reason above.
    MS GIF Animator

    GIMP typically. But I've been looking into Paint.net and it's quite powerful for how small it is! :o

    I used to use GIMP about 7 years ago, but for the past 5 years I've gotten so used to Adobe® Photoshop® (not the elements versions) that it's rather difficult to switch. I tried to switch over to Pixelmator a few months ago, but it was too difficult to relearn all of the keyboard shortcuts so I just switched back to CS2.

    I just realised that I actually own a version of Paint Shop Pro when it was owned by JASC and not Corel.

    I use Paint Shop Pro 7 and Adobe Photoshop CS4 extended.

    GIMP and the original old Paint. :3

    Unfortunately, Paint.net is complex and confusing for me. @.@

    I use Photoshop 7. Its nice enough. xD;

    (I wish to get CS4 soon, though.)

    GIMP and Paint.Net
    Im not paying for photoshop when i can do everything i actually need too much easier on Paint.Net and GIMP.

    I myself use different photo editing tools, such as:

    Adobe Photoshop CS4
    Paint.Net
    Paint (Windows 7 Edition)

    Photoshop is used for usually large, high-quality images. Paint.Net is used for small images and for resizing. Paint is there for hacking purposes.
