Water/Electric Pokemon with Levitate ability makes it weak against grass type only, unlike in case of Water/Ground Pokemon which are doubly weak to grass. It used to be a nice pivot during Sw/Sh, with access to Pain Split severely crippled the big meta Pokemon, or using Will-O-Wisp followed by Volt Switch to get into safety in unfavorable matchup, plus it can effectively counter Groudon and Kyogre as well.
