Calls Milotic a ''serpentine'' Pokémon on Bulbapedia and claims it to be based on the mythological sea serpent, which would make it not a fish imo.

Later on also goes and says "It is also similar to an oarfish" which literally has fish in the name however... *shrugs*

hmm... I kinda want something that's helpful regardless of the answer to the question above.
Let's see... 2 Dark and 2 Fire types total in gen 4... 5 Dark types in gen 9 and 2 Fire types (with Chi-Yu having an overlap) lol

Is it either a Dark or a Fire type ?
