You see Pikachu run in between her legs in the opening of Season one Episodes.

I think she's got an orange top, and a green skirt.
Now does anyone know who that is?
    or is this debatable?

No one knows who she is. She hasn't been in an episode that I remember so I guess that she's just in the opening. Just like Kamon in the Legend of Thunder special.

For some reason, I think she resembles Giselle. (From the School of Hard Knocks.) But there are noticible differences.

It was probably just a random character, like the ones you see in all of the crowds, cheering during the Pokemon battles.

Or maybe it was a lass from the Pokemon games. It wouldn't surprise me; those lasses.. urg. <__<; I would say more, but unfortunately this is a G rated forum. ;P

I believe it's a basic Lass-type Trainer. However, she does resemble Gisele.

She's not supposed to be anyone in particular (although she's closest in design to a Lass). The reason why she's in the opening is because during the Japanese credits, that image coincides with these lyrics:

For example, in fire, in water, in grass, in forests
In earth, in clouds, in that girl's skirt

(Note that shortly before then, Pikachu's running past Charizard, Venusaur, and Blastoise, all of whom are nods to the first line.)

So, long story short, random girl just there for the lyric lulz. Oh, Japan.

She technically could be the generic lass or Giselle really, since most cameo characters in Pokemon are actually based on a generic trainer from the games, such as the Raichu trainer in season 10 who creamed Pikachu, he was based on the male skiier.

LOL and for a while when I was a kid, I thought it was Ash's mom. HAha

Those silly japanese just singing about whatever they want... look at em over there... bunch of sillies =]

maybe the japanese songwriters could only come up with those lines, so they put in a lass? or maybe pikachu or ash was originally intended to be a little pervy.

Well, it's supposed to show how awesomely dedicated Ash is about trying to become a Pokémon master, so he'd go anywhere to catch a wild Pokémon.

But the truth is, yeah, things tend to be a bit pervier in Japan.

That Girl lol if not just they added a regular lass to just kinda fill a spot
