Why am I only encountering Blissey (Scarlet)

Must do the following to unlock 7-star raids:
1. Beat the main story, including The Way Home.
2. Complete the postgame gym leader rematches (and maybe the Academy Ace Trainer Tournament?)
3. Win several 5-star raids (8-10?)
Should receive a call from Jacque about dangerous raids. Unlocks 6-star and 7-star raids at the same time. Looks different than other raids by the map symbol. Shows a black background on the type symbol instead of the usual color. (May be a little difficult to tell for a type like Dark.)
