Can someone tell me where to get a wish tag?

The rumor is a fake. Therefore all special items needed in the rumor are also a fake.

There is no Wish Tag in the game data. There have been multiple hoaxes about it, but it is not in the game. Maybe it will be in the third installment in the Ruby and Sapphire series, but for now it's not in the game. It can't be added into the game via E-card or anything else, the only part that can be written to is the battery file, and it can't be done from there. Remember how the shrine was in GS but you couldn't do anything with it? However, on Crystal you could get Celebi in the Japanese version, and the GS Ball? That may be the same thing they will do for the space center and/or the Wish Tag and White Rock.

How do you know thay used that rumour, if thay got Jerochi then thay used a gameshark or AR to get it.

the only way to prove "rumors"- hack.

Even if you see a "rumor" through screenshot, pokemon data and etc, it doesn't prove anything, as screenshot can be easily edited, and gameshark gives Pokemon profile. Only through searching through the game file you will get the most accurate info about everything (this is also how they discovered Unown ! and ?)
