Pokémon is a turn-based game and turn-based battle systems are one of the major indicators of JRPGs. It's not the be-all end-all of them, of course, but since Pokémon is somewhat story-based and has the typical system, it's definitely a loose JRPG at the very least. Though I don't personally include it when talking about JRPGs, usually.Tales of Vesperia is easily the best JRPG I've played.
Are pokemon and mario really jrpgs? I know they're rpgs... and they were made in Japan... but their style is just so different from the usual... final fantasy sort of thing.
As for Mario, it's typically not an RPG at all but some of its spinoffs have RPG elements, and though I haven't played it, I think Super Mario RPG could, well, be an RPG. :P And Paper Mario (at least the first two) have the turn-based system and are plot-based games rather than platformers, so I'd consider them RPGs too, to some extent.
