Look at it this way. If they were banned, it would not stop the people who shouldn't own these dogs. The dog fighters are already breaking the law by fighting their dogs, not desexing, registering or microchipping them, as well as breaking home slaughter laws and home veterinary care laws...

Tattoos don't hurt, and remember upper outside arm is an easy place to get one, even with a low pain tolerance. Any places that tickle when you touch them gently will hurt the most, although the crook of my elbow, backs of my knees, down my sternum and sides of my head hurt the most.
