Well, im a Tile Editor but im not sure what do you wanting, just Inserting Tiles or make completely new Tiles? Im better in Inserting, the New making tiles isnt my best skill but if you say me how it should looks like i think i can make some good tiles (not great tiles because i think my tiles...

Uhm, well... Here is a good World Map Rip, if you need singel tiles i think i can handle this.

In R/S/E you can change the battle sprites with unlz gba. In FR/LG you have to search those sprites with a tileviewer because the battle spites are uncompressed.

The second one looks better.
