You could try to cancel the listing if you feel you are making a terrible error. However, I am not sure what the repercussions may be if you cancel an item with bids on it.
Not ideal, but it happens. As a bidder its frustrating, but understandable if you feel you are losing out on money...
That appears to be a Pokemon Neo Genesis card album/binder. It would have likely came out during that set 2000ish

I started a collection of sealed WOTC items, waiting to snag a few booster boxes when I have more funds and completed a 1st edition run of the first cards released (base, jungle,fossil)
Aside from that, I like to collect the Full-Art holo cards from current releases.
Purchased about 10 roaring skies pack this past week.

I'd keep it sealed and sell it later. They go from about 800 - 1000 US dollars.
The 11 cards you need, TBPH, could be purchased individually for about 80 us dollars or less.
However, if you are trying to get cards graded thats another thing.

Its a regular japanese card for a common pokemon Grimer. Unless I;m mistaken that it could be an error card.
99.9% they are legit. I forgot how they come about, but I think some 3rd party company repackages loose pokemon cards and builds this "booster" and sells them.
I believe you saying that you have a sealed pack of 8 pre-constructed Rocket theme decks?
I believe that the price of those would range at about $130-200 IMO. The decks themselves go for about $10-18.
