Eh, I had given up on my Weepinbell before the Radio Tower. Besides, I wasn't getting a Leaf Stone any time soon and I didn't want to move on to the Elite Four with a Pokemon that wasn't fully evolved. One decent electric type could destroy your whole team.

You can rename if you have an Action Replay. Though I wouldn't suggest buying one solely for that purpose.

Mega Kick for sure since you already have a normal-type attack that you want to keep.
