I would allow it if that were the only way. But you can sometimes get one from Fisherman Tully when he calls you (he'll tell you when he has it), so you'll have to get it that way.

No, sorry. The only time hacking in stones is allowed is when they aren't available within the challenge at all or only available via pickup.

But just a little tip for the bug catching contest. The level of the Pokemon matters more than the species. So catching a level 17-18 Weedle has a better chance at winning than a level 13-14 Scyther. I hope this helps. :)
