In Generation II, Shininess is determined by the IVs of a Pokémon. If a Pokémon's Speed, Defense, and Special IVs are all 10, and its Attack IV is 2, 3, 6, 7, 10, 11, 14 or 15, it will be Shiny. Some trainers have randomized IV's so, yeah. It's a thing.

As long as none of you have a Korean or Japanese game, EU Pokemon games should have no problem battling and trading US games.

Dude they are super cheap on Amazon! I've seen some CIB for the original games for 31 dollars on Amazon and Ebay! Although, I only collect the Japanese ones for now. They have the best art and design.

Gen 2 is very easy, so I wouldn't worry all too much. There aren't much changes from Crystal. Although, Ho-Oh cannot be caught until Raikou, Entei, and Suicune are all caught. Which is annoying. Also you get an Odd Egg that has a 5% of a shiny. You also can't find alot of Pokemon so if you want...
