Yeah, I've had trouble with stairs too. I tried to create my own stairs and warp but for some reason it did not work so instead, I found a map that uses the same tiles for the stairs and manually copied the tiles one by one (right-click to select the tile, switch to new map, left-click tile...
I didn't look into your script too much but I can point out a few errors that might be messing up your script.

You using advance-map?
Select your tile and change the Unknown value to 0003 and the Var number to 4055.
The unknown value you wanna change is the one right under Pos X/Y.

1. Bad story - I'll only do the Pokemon League thing for Nintendo games...
2. Bad dialogue (includes bad grammar) - Self explanatory? I don't wanna be confused.

In the Apply Movement section, the last spoiler the images aren't working so what exactly am I supposed to change so it doesnt freeze when I step on the tile?
It's not a major problem but I just started to learn rom hacking and I found it weird that tutorial threads were getting locked just because there hasn't been a reply in over 30 days.
