The only option is to use a different program, such as Pokemon Amplifier 2006, the database is pokeroms.ini, but there aren't any emerald offsets for those programs.
I have a slight problem with the Overworld editor, whenever I try to open a ruby or sapphire rom it gives me an error which says "Error 63 (Bad Record Number) in procedure LoadSpriteStructure of frmOverworldEditor". I don't think it has had this problem before recently.
If it is editing the text to make it longer, then that shouldn't be too hard, use a-text to find the text and keep the offset in notepad. Now you must make sure you have downloaded thingy32 (Can be found at WAH) and use the TABLAS.tbl as the table file, it will show all of the text. Another way...
I figure it may be possible especially if you took all of the maps, inside and out, for each town and such, and placed it on one map, namely the main map of the town. From there, just add the events and whatnot.
