If you're not planning to get higher than lvl 30, there's literally no point in caring about IVs, as they only increase the maximum potential level of your Pokemon (which you'll only see at lvl 40).

You are correct. Apparently, a bunch of "journalists" just assumed Sept. 5th would be the day and that rumor ran completely out of control. Personally, I still think it'll be sometime this week as that follows the pattern Niantic has been in for updates.
