Since Delcatty isn't available in the wild, you'll have to first get a shiny Skitty. The fastest way would probably be through breeding in the 5th gen with two parents from different language games - for example, an English Skitty/Delcatty and a Japanese Ditto, or vice-versa. The egg will have a 1/1366 chance of being a shiny!

Alternatively, you could look in the wild for Skitty in Route 116 in RSE or wait for a DPPt swarm on Route 222. Encountering wild Pokemon is much faster than hatching eggs, but the chances of finding a shiny are much lower (1/8192), and Skitty only appears about 2% of the time on Route 116.

FireRed generally has the best compatibility with tools as well as lots of documentations, not to mention JPAN's engine and Jambo51's upcoming 649 Patch so most people look to hack it initially. I would say that Emerald is on average used by more advanced hackers as they have a lot more to figure out/ explore and there isn't as much free space available to expand upon. Since it is your first hack I would suggest trying out FireRed as there is far more information to guide you and move on to Emerald in the future if you feel like doing so.

After a week of exploring i have updated my R4 silver into 1.28 which is the new one of today and now i can play Pokemon Plus Nobunaga no Yabou on my DSi. I feel very accomplish since my R4 was a pain to look for its updates. Still need some one to wifi battle test. Also how are you doing?
